Isaacson Sustainable Transportation Infrastructure Project The City of Arcata has contracted with R.A.O. Construction for the Issacson Sustainable Transportation Infrastructure (STI) Project. The Issacson STI project is aimed at improving The City’s sidewalks to meet current ADA requirements, improving transportation by adding more bus stops, improving infrastructure by repairing damaged roads, and improving crosswalk safety. Construction is scheduled to begin July 31st , 2023 with the project encompassing multiple locations around Arcata: Arcata Plaza (G St & 8th St), 8th St (between H St & I St), J St & 7th St, H St & 6th St, I St (between 7th St & Samoa Blvd), G St (Rotary Park), and H St (near Arcata Marsh). The project is expected to last 90 working days and have a completion date of November 27th, 2023, weather permitting. Traffic delays are expected to be minimal, however, members of the community are encouraged to follow all safety directions. Construction will take place Monday through Friday from 8am to 5pm. Redwood Park Improvement Project Phase I The City of Arcata has contracted with Mobley Construction for this project. Work involves expansion of the concrete sidewalk, addition of an accessible parking stall, installation of a new nature castle themed playground and a bicycle pump track.

Phase One of the Arcata Wastewater Treatment Facility Improvement Project  The City of Arcata has contracted with Wahlund Construction, Inc. for Phase One of the Arcata Wastewater Treatment Plant Project. Phase One of the AWTP project will be the City’s largest capital improvement project at an anticipated $54 million in construction costs.

Construction activities include, but are not limited to, a new ultraviolet (UV) disinfection system to replace the current chlorine-based system and reduce associated disinfection byproducts, a new electrical building, upgrades and retrofits to existing facilities, oxidation pond aerators, extensive new sewer piping and electrical duct work, a new pump station to the Enhancement Marshes and a new treated effluent outfall located at the Brackish Marsh.

Funding for this project, a project funded by President Biden’s Bipartisan Infrastructure Law, has been provided in full or in part under the California’s Clean Water State Revolving Fund, which is capitalized through a variety of funding sources, including grants from the United States Environmental Protection Agency and state bond proceeds through an agreement with the State Water Resources Control Board. Additional funding for UV equipment has been provided in part by a HUD Community Development Block Grant (CDBG).

The City has received all environmental permits and approvals for the project and has a multidisciplinary team of consultants and city staff to monitor construction activities and minimize environmental impacts in and around the City’s core wastewater treatment facilities and the publicly accessible enhancement marshes. Sections of the Arcata Marsh & Wildlife Sanctuary may be temporarily closed during pre-construction bird, amphibian, and botanical surveys, during pre-construction vegetation removal, during construction and while conducting post-construction mitigation measures. Please do not remove any staking or flagging found in the project area as it is likely either marking an area cleared by biologist or an area of concern to avoid during construction. Construction activities will be ongoing for a duration of three years, with an anticipated end date in December 2025.

Construction of Phase One of the Arcata Wastewater Treatment Plant Improvement Project has begun.

South I Street will be closed from July 5th to August 2nd, 2023. 

The City of Arcata Wastewater Treatment Facility (AWTF) is continuing its Facility Improvement Project with rehabilitation of the wastewater treatment enhancement marshes and construction of new infrastructure at the Arcata Marsh & Wildlife Sanctuary. Construction activities will continue into July and August. 

For public safety reasons, South I Street will be temporarily closed to vehicles Wednesday, July 5th through Wednesday, August 2nd. Additionally, public trails around Klopp Lake and Hauser Marsh will also be closed.

The City will post project updates for additional closures anticipated in early July.

Construction activities in the treatment enhancement marshes include, but are not limited to, upgrades and retrofits to existing outlet structures in Hauser Marsh and inlet structures in Allen Marsh, new sewer piping and electrical duct work, a new pump station, submersed baffle walls to enhance treatment and water flow in Gearhart and Allen marshes and a new treated effluent outfall.

Storage Tank-1C Project The City of Arcata has contracted with Mercer Fraser Co. for the Arcata Storage Tank-1C Project. The Tank-1C project is aimed at improving the City of Arcata’s water infrastructure by installing a new one million gallon (1 MG) steel water tank with and an additional 2,300 linear feet (LF) of 10” water main line pipe. Construction is scheduled to begin August 15th, 2022 behind 4200 West End Rd and expected to be completed by September 7th, 2023, weather permitting. Work is expected to last 120 working days with a winter suspension during the rainy season (October 15th – April 15th). Traffic delays are expected to be minimal since majority of work will be done behind 4200 West End Rd and their respective entrances. Despite majority of the work being done is away from the public right away (West End Rd), members of the community are encouraged to follow all safety directions. Construction will take place Monday through Friday from 8am to 5pm.  Mercer Fraser Co is currently on winter suspension until May 3rd, 2023 with an expected completion date of September 7th, 2023. 
Fiber Installation Project Lightwave Construction is working in portions of Arcata to construct new conduit and fiber infrastructure for Vero Networks. This system will enable broadband connectivity to high-bandwidth customers in the Arcata/Eureka area such as large enterprise, education, government & carrier/last mile providers.

As a state-recognized public utility, Vero Networks will be performing work in the City right-of-way under a permit issued by the City of Arcata. The City has imposed certain requirements to lessen the impact of this work in Arcata’s neighborhoods, which can be found in more detail here.

2023 Arcata Annual Paving Project Project Description: This project involves grinding and replacing existing asphalt; sidewalk infill and replacement; accessible ramp construction; AC curb construction; drainage improvements; curb and gutter construction; wedge and roadway conform grinding; asphalt concrete overlay; raise manhole, valve, cleanout and monument covers to grade; installation of truncated domes; and roadway striping and legends. The project includes, but is not limited to: grinding asphalt, paving, curbs, sidewalk, compaction, pavement markings/stripings and signage.

Project Location: This project will be occurring along H Street between Sunset Avenue and 11th Street, G Street between 5th and 7th Street, and West End Road between Giuntoli Lane and the City Limits.

Project Schedule/Duration: This project is anticipated to be completed by October 31st, 2023.

Work will occur Monday through Fridays from 8 am to 5 pm. Work may occur on Saturdays as needed. Sidewalk, shoulder, and lane closures are to be expected.

Active/Planned Closure Alerts:
Lane closures are expected to be active near the end of September when paving begins.

Arcata South I Street Boat Launch Facility Improvement Project Project Description: This project involves the installation of a boat launch, concrete abutment, concrete walk, parking improvements, and accessibility improvements. The project includes, but is not limited to: clearing and grubbing, water management, excavation and grading, installation of a boat launch and landing, rock slope protection, installation of aggregate base, installation of concrete, installation of asphalt, installation of piles, and drainage features.

Project Location: This project will be occurring at the end of South I Street in the Arcata Marsh Wildlife Sanctuary, at the edge of Humboldt Bay.

Project Schedule/Duration: This project is anticipated to be completed by October 15th, 2023.

Work will occur Monday through Fridays from 8 am to 5 pm. Work may occur on Saturdays as needed. Access to a portion of the parking lot at South I Street may be intermittently restricted.

This project is temporarily on-hold until the contractor acquires the remaining items to finish the project.
Carlson Park Improvements Project Project Description: This project involves site improvements, parking lot construction, road improvements, drainage improvements, recreation facility installation, and playground equipment placement.

Project Location: This project will be occurring at Carlson Park, located at the end of Carlson Park Drive, just north of Giuntoli Lane in northern Arcata, adjacent to the Mad River.

Project Schedule/Duration: This project has a tentative completion date of Spring 2024.

Road closure at the end of Carlson Park Drive is a possibility as part of this project.
